CONSUMER COMPLAINTS

CT99-028 In the Matter of the Complaint filed by Hampton Inn/Super 8 Motel, North Sioux City, South Dakota, against U S WEST Communications, Inc. Regarding Delay of Service and Billing Problems.

The Complainant alleges that installation of service for 12 lines to the Hampton Inn was delayed. The Hampton Inn was not informed of the delay until the day before the scheduled business opening. The Complainant further alleges that U S WEST Communications sent two billings for the same lines. The Complainant is seeking punitive damages, a credit of charges, and a commitment for customer care.

CT99-029 In the Matter of the Complaint filed by Maria R. Baus, Volin, South Dakota, against Excel Telecommunications, Inc. Regarding Unauthorized Switching of Services.

The Complainant states that she is a customer of DTG and WorldCom. The Complainant claims that Excel Telecommunications billed her for services after WorldCom had been authorized as the chosen carrier. The Complainant is seeking a credit of the charges and penalties.

CT99-030 In the Matter of the Complaint filed by Harry and Margaret Putnam, Rapid City, South Dakota, against Touchtone Communications Regarding Unauthorized Billing for Services.

The Complainants claim that they were billed for services which were not authorized. The Complainants have been unsuccessful in reaching a resolution with Touchtone Communications and are seeking assistance through the Public Utilities Commission.

CT99-031 In the Matter of the Complaint filed by Douglas Holler, Pierpont, South Dakota, against MCI WorldCom Regarding Billing Errors.

The Complainant claims that he attempted to switch two telephone numbers to AT&T from MCI. Only one number was released. MCI continued to bill for the second number. The Complainant is seeking reimbursement and an admission of guilt from MCI.

The Complainant claims that she declined the long distance services offered by a telemarketer. Her services were switched without authorization. After contact with MCI WorldCom, the Complainant's account was credited; however, billing continued. The Complainant wants measures to be taken to insure that service is not changed without authorization.

TELECOMMUNICATIONS

TC99-086 In the Matter of the Filing by U S WEST Communications, Inc. for Approval of Agreement for Local Wireline Network Interconnection and Service Resale between DSLnet Communications, LLC and U S WEST Communications, Inc.

Any party wishing to comment on the agreement may do so by filing written comments with the Commission and the parties to the agreement no later than September 8, 1999. Parties to the agreement may file written responses to the comments within twenty days of service of the comments.
