TELECOMMUNICATIONS
On June 16, 2005, the Commission received a filing for approval of an Expedites for Design Services Amendment to the Interconnection Agreement between Qwest Corporation and AT&T Communications of the Midwest, Inc. According to the parties, this Amendment revises the Interconnection Agreement between the parties, which the Commission approved on May 13, 2004, in Docket TC04-080. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than July 6, 2005. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

On June 16, 2005, the Commission received a filing for approval of a PS/ALI Amendment to the Interconnection Agreement between Qwest Corporation and Midcontinent Communications. On June 20, 2005, Advanced Tel, Inc. d/b/a ATI filed an application seeking a Certificate of Authority to provide interexchange services throughout South Dakota. The Applicant intends to offer resold long distance services to residential and business customers.

On June 21, 2005, Alliance Communications Cooperative, Inc., Garretson, South Dakota, filed a switched access cost study developing a revenue requirement and minutes of use that are included in the revenue requirement and minutes of use used to determine the switched access rates for the Local Exchange Carriers Association.

On July 31, 1992, the South Dakota Public Utilities Commission issued an order granting Minnesota Independent Interexchange Corporation d/b/a Polaris Telcom (MIIC) authority to provide interexchange telecommunications services to customers of Farmers Mutual Telephone Company and Valley Telephone Company. On June 22, 2005, Onvoy, Inc. (Onvoy), the successor parent company of MIIC, filed an application seeking authority to provide interexchange telecommunication services throughout South Dakota. Onvoy intends to offer direct dial, toll free and operator services through the use of its own equipment and resale to business and wholesale markets.
