EL09-002        In the Matter of the Application of Black Hills Power, Inc. for Approval of its Electric Cost Adjustment.

       On January 30, 2009, Black Hills Power, Inc. filed for Commission approval of an increase to its Electric Cost Adjustment (ECA) to be effective for service on and after March 1, 2009. The ECA consists of a Conditional Energy Cost Adjustment, Transmission Cost Adjustment and Steam Plant Fuel Cost Adjustment. The net of these three adjustments result in an approximate $6,455,000 increase in the cost of service and will affect approximately 63,500 retail customers in South Dakota.

EL09-003        In the Matter of the Filing by Xcel Energy for Approval of its Revised Rate Sheets for its Occasional Delivery Energy Service and Time of Delivery Energy Service.

            Application by Northern States Power for approval of revised rate sheets for Occasional Delivery Energy Service and Time of Delivery Energy Service Pursuant to Docket No. F-3365. The proposed changes include a decrease in energy payments based on the Company's 2009 avoided cost projection.

        In the Matter of the Filing by AT&T Communications of the Midwest, Inc. for Approval of its Intrastate Access Services Tariff and for an Exemption from Developing Company Specific Cost-Based Switched Access Rates.    AT&T is requesting an exemption regarding switched access rates as well as a waiver from ARSD 20:10:27:12.

TC09-005        In the Matter of the Application of iNetworks Group, Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services and Local Exchange Services in South Dakota.

            On February 3, 2009, iNetworks Group, Inc. filed an application for certificates of authority to provide Local and Interexchange Services throughout South Dakota in Qwest Exchanges pursuant to interconnection and or commercial agreements, for business customers only.  The company intends to initiate service upon approval of its application and all filed agreements.
