CE10-001        In the Matter of a Complaint filed by Convenient Loan, Sioux Falls, South Dakota, Against Xcel Energy Regarding a Billing Dispute.

            On May 6, 2010, the Commission received a complaint filed by Convenient Loans of Sioux Falls, South Dakota, against Xcel Energy. Convenient Loans, a Gentry Loans affiliate, does not believe it should be liable for any portion of past heating usage for which it was not billed due to a meter error.

TELECOMMUNICATIONS

TC10-027        In the Matter Qwest's Performance Assurance Plan Final Report.

            On April 20, 2010, the Commission voted unanimously to open a docket regarding Liberty Consulting's (Liberty) Final Report regarding its analysis of Qwest's Performance Assurance Plans (PAP) and on May 6, 2010, an Order was issued to open the docket. Liberty's analysis concluded that the PAPs were still serving a useful purpose and also recommended some changes to the Performance Indicators (PIDs). Comments are requested from interested parties regarding the final report and the recommendations of Liberty. Any party wishing to comment may do so by June 2, 2010, with reply comments due by June 16, 2010.

TC10-028        In the Matter of the Filing for Approval of a Wireless Interconnection Agreement between West River Telecommunications Cooperative and Standing Rock Telecommunications, Inc.

On May 6, 2010, the Commission received a filing for approval of a wireless interconnection agreement between West River Telecommunications Cooperative and Standing Rock Telecommunications, Inc. for the state of South Dakota. Any party wishing to comment may do so by filing written comments with the Commission and the parties to the Agreement no later than May 26, 2010. Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
