On November 13, 2012, the Commission received a complaint filed by Northern Natural Gas Company (NNG), Harrisburg, South Dakota, Against L&B Excavating (L&B), Beresford, South Dakota. NNG alleges that an L&B contractor dug in a drainage ditch before the start time on the locate and removed a cover from over NNG pipeline leaving only 17 inches of cover on the line.

On November 14, 2012, the Commission received a filing pursuant to 47 U.S.C. § 252 for approval of the Wireline Interconnection Agreement between Qwest Corporation dba CenturyLink QC and Hypercube Telecom, LLC. Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than December 4, 2012. Parties to the Agreement may file written responses to the comments no later than twenty days after service of the initial comments.
