On February 23, 2012, Commission Staff filed an Electric Service Territory Boundary Agreement between Grand Electric Cooperative, Inc. and Moreau Grand Electric Cooperative, Inc. This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information.

This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information.

5.     EL12-023     In the Matter of the Request for Approval of an Electric Service Territory Boundary Agreement between Cherry-Todd Electric Cooperative, Inc. and West Central Electric Cooperative, Inc. (Staff Analyst: Ross Pedersen, Staff Attorney: Ryan Soye)

On March 12, 2012, Commission Staff filed an Electric Service Territory Boundary Agreement between Cherry-Todd Electric Cooperative, Inc. and West Central Electric Cooperative, Inc. This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information. Commission Staff asks for approval of the agreement to update official mapping data to properly reflect the service territory boundaries shared by the utilities in this docket.

6.     EL12-027     In the Matter of the Petition of Otter Tail Power Company to Establish an Environmental Quality Cost Recovery Tariff (Staff Analysts: Jon Thurber, Brittany Mehlhaff, Staff Attorney: Karen Cremer)

On March 30, 2012, Otter Tail Power Company (Otter Tail) filed for Commission approval of an Environmental Quality Cost Recovery Tariff. The purpose of filing this request is to begin the recovery of the costs of the required environmental retrofit to the Big Stone, South Dakota generating station. Otter Tail anticipates the rate impact of this request will be approximately 2 percent on average in the first year of the rider. Once the construction is complete in 2016, Otter Tail estimates the rate impact will be approximately 15 percent.  Otter Tail proposes an October 1, 2012, effective date.           

     TODAY, shall the Commission assess a filing fee in the amount of $50,000 to account for actual expenses incurred in review of this filing commencing from the filing date? AND, shall the Commission give the Executive Director authority to enter necessary consulting contracts?

Telecommunications

1.     TC12-017     In the Matter of the Filing by AT&T Communications of the Midwest, Inc. for Approval of its Access Services and Network Interconnection Services Tariff (Staff Analyst: Brian Rounds, Staff Attorney: Kara Semmler)

On January 13, 2012, AT&T Communications of the Midwest, Inc. filed changes to its Access Tariff. This filing is intended to comply with the Federal Communications Commission's Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC 11-161, by implementing provisions governing Voice over Internet Protocol telephony – Public Switched Telephone Network (VoIP-PSTN) Traffic.

     TODAY, shall the Commission approve the tariff changes?

2.     TC12-026     In the Matter of the Filing by 360networks (USA) Inc. for Approval of its Access Services Tariff No. 1 (Staff Analysts: Chris Daugaard, Patrick Steffensen, Staff Attorney: Kara Semmler)

On February 28, 2012, the Public Utilities Commission received a filing from 360networks (USA) Inc.'s amended Sheets 2 and 53.1, and original Sheets 53.2 to 53.4 to 360networks (USA) Inc.'s (360) switched exchange access tariff, South Dakota P.S.C. Tariff No. 1, for incorporation into the Company's tariff. With this filing, 360networks amends provisions regarding its compliance with the Federal Communications Commission's Report and Order and Further Notice of Proposed Rulemaking, in Docket Nos. WC Docket No. 10-90, et al., FCC 11-161, by amplifying on the process for establishment of percentage of interconnecting carrier Voice over Internet Protocol telephony – Public Switched Telephone Network Traffic usage. 360networks requests that these amendments become effective on February 29, 2012.

  1. The PUC offices will close at noon CDT Friday, April 6, 2012, in observance of Good Friday.

  2. A hearing in Docket CN11-001 will be held Friday, April 13, 2012, beginning at 10 a.m. CDT in Room FADM 153 at University Center, 4801 N. Career Ave., Sioux Falls, S.D. and simultaneously via Dakota Digital Network in Room 414 at the State Capitol Building in Pierre, S.D.

  3. The next regularly scheduled commission meeting will be held Tuesday, April 24, 2012, at 9:30 a.m. CDT, in Room 413 at the State Capitol Building, Pierre, S.D.

  4. Commissioners and staff will meet with representatives of MISO on Monday, April 30, 2012, at 2:30 p.m. CDT in Room 413 at the State Capitol Building in Pierre, S.D. The agenda is to discuss regional transmission issues.

  5. A hearing in Docket EL11-019 will be held at 1:30 p.m. CDT Tuesday, May 1, 2012, and continue at 9 a.m. Wednesday, May 2 and 9 a.m., Thursday, May 3, in Room 414 at the State Capitol Building in Pierre, S.D.

  6. Commission meetings are scheduled for May 8 and 22, 2012.
