ADDENDUM TO THE

AGENDA OF COMMISSION MEETING

1. EL07-002 In the Matter of the Application of Basin Electric Power Cooperative, Inc. for an Energy Conversion Facility Permit for the Construction of the Groton Generation Station Unit 2 Project near Groton, South Dakota. (Staff Analysts: Keith Senger/Brian Rounds, Staff Attorney: Kara Van Bockern)

On January 5, 2007, Basin Electric Power Cooperative filed for Commission approval of an application for an energy conversion facility permit. Basin Electric is proposing to construct a second peaking resource generator at the existing Groton Generation Station near Groton, South Dakota. The project is proposed to serve projected member load growth and is known as the Groton Generation Station Unit 2 Project. The proposed project will include a second 80 to 100 megawatt simple cycle natural gas combustion turbine generator. The Commission is required by amended SDCL 49-41B-15 to serve notice on each landowner of record within ½ mile of the site. Staff believes, to ensure compliance with the law, that the DOT process of using a professional abstractor to certify current owners of record is the process that should be followed.

TODAY, shall the Commission Authorize the Executive Director to Execute a Contract with Clark Title Co.?
