PUBLIC UTILITIES COMMISSION MEETING

MINUTES OF THE AD HOC COMMISSION MEETING

Chairman Burg called the meeting to order.  Present were Commissioner Pam Nelson, Commissioner Laska Schoenfelder, Executive Director Bill Bullard,General Counsel Rolayne Ailts Wiest, Staff Attorney Karen Cremer, Utility Analyst Bob Knadle, Telecommunications Analyst Charlie Bolle and Administrative Secretary Shirleen Fugitt.

Also present was Al Lundy, South Dakota Public Broadcasting.

Joining the meeting by phone were Bill Heaston, Jon Lehner and Colleen Sevold, U S WEST Communications. 

Telecommunications

1.        TC97-163        IN THE MATTER OF THE FILING BY U S WEST COMMUNICATIONS, INC. FOR DESIGNATION AS AN ELIGIBLE TELECOMMUNICATIONS CARRIER.  (Staff Analyst:  Harlan Best.  Staff Attorney:  Karen Cremer.)

Chairman Burg moved that the Commission designate U S WEST Communications as an ETC for each of its exchanges.  He further moved that the Commission grant U S WEST a waiver of the requirement to offer toll control until December 31, 1998.  He further moved that the Commission grant U S WEST a waiver of the requirement to offer single party service to all multi-party customers not listed on U S WEST's late filed exhibit, dated December 11, 1997, until June 30, 1998.  For those multi-party customers listed on that late filed exhibit, he moved that U S WEST be granted a waiver of the requirement to provide them single party service until November 1, 1998.  He further moved that the Commission designate each of U S WEST's 38 exchanges as a separate service area and that U S WEST be required to follow the advertising requirements adopted in TC97-068.  Commissioner Nelson seconded and Commissioner Schoenfelder concurred.  Motion passed 3-0.

The meeting was adjourned.
