MINUTES OF THE AD HOC COMMISSION MEETING

Chairman Jim Burg called the meeting to order. Present were Commissioner Pam Nelson; Executive Director Debra Elofson; Assistant Executive Director Sue Cichos; Commission Advisor Greg Rislov; Commission Counsel Rolayne Wiest; Staff Attorney Karen Cremer; Utility Analysts Heather Forney, Keith Senger, and Michele Farris; and Administrative Secretary Mary Giddings.

Also present was Ed Anderson, SDREA.

Joining the meeting by telephone was Bill Lewellen, City of Miller.

1. EL01-012 IN THE MATTER OF THE JOINT REQUEST FOR ELECTRIC SERVICE TERRITORY EXCEPTION BETWEEN DAKOTA ENERGY COOPERATIVE, INC. AND THE CITY OF MILLER. (Staff Analyst: Michele Farris. Staff Attorney: Karen Cremer.)

Bill Lewellen, City of Miller, explained the service rights exception request. Ms. Farris recommended that the service rights exception be approved and stated that the service rights exception shall continue with subsequent owners who continue to operate a drive- in theater at that location.

Chairman Burg moved to approve the proposed electric service territory exception. Commissioner Nelson seconded. Motion passed 2-0.
