EL05-019 In the Matter of the Filing by the City of Madison for Approval of its Revised Service Territory as a Result of Annexation.

On May 16, 2005, the City of Madison (City) filed for Commission approval a Sale of Property and Transfer of Service Territory. In September 2003, the City and Sioux Valley-Southwestern Electric Cooperative, Inc. (Sioux Valley-Southwestern) entered into an agreement to exchange service territory due to an annexation by the City. The parties failed to petition the Commission for approval of the transfer of service territory. This filing is to rectify that oversight and seeks approval of the transfer of electric service territory between the City of Madison and Sioux Valley-Southwestern. The property is located in the Northeast Quarter of Section 17, Township 106N, Range 52W that is not already city territory.

TC05-062 In the Matter of the Request by South Dakota Network, LLC for a Waiver of a Requirement to File a Switched Access Cost Study.

On May 16, 2005, South Dakota Network, LLC (SDN) filed an application for waiver of the requirement to file a switched access cost study as required by Commission rule ARSD 20:10:27:07. ARSD 20:10:27:02 provides that the Commission may, for good cause shown, either by its own motion or by application from a carrier's carrier, temporarily waive or suspend any rule in chapters 20:10:27 to 20:10:29, inclusive. SDN requests the waiver of the cost study requirement because of the costs and resources involved in producing a study, and indicated that a new cost study is estimated to result in higher access rates which SDN does not intend to ask for at this time.

TC05-063 In the Matter of the Application of Network Service Billing, Inc. for a Certificate of Authority to Provide Interexchange Telecommunications Services in South Dakota.

On May 18, 2005, Network Service Billing, Inc. filed an application seeking a Certificate of Authority to provide interexchange services throughout South Dakota. The Applicant is a reseller that intends to offer direct and dial around outbound dialing, toll free inbound dialing, directory assistance, data services and post paid calling card services.
