ADDENDUM OF THE COMMISSION MEETING

Electricity

1. EL97-019 - IN THE MATTER OF THE FILING BY MONTANA-DAKOTA UTILITIES CO., A DIVISION OF MDU RESOURCES GROUP, INC. FOR APPROVAL OF REVISIONS TO ITS OCCASIONAL POWER PURCHASE NON-TIME DIFFERENTIATED RATE 95, SHORT-TERM POWER PURCHASE TIME DIFFERENTIATED RATE 96 AND LONG-TERM POWER PURCHASE TIME DIFFERENTIATED RATE 97. On October 16, 1997, Montana-Dakota Utilities Co., filed changes to its power purchase differentiated rates with the Commission. The proposed energy payments were generated by MDU's production costing model (ProSym) and reflect a test year of July 1997 through June 1998. MDU will comply with ARSD 20:10:13:18 by posting a Notice in a conspicuous place in each business office in its affected electric service territory in South Dakota for at least 30 days before the change becomes effective.

Telecommunications

1. TC96-054 - IN THE MATTER OF THE APPLICATION OF MCLEODUSA TELECOMMUNICATIONS SERVICES, INC. FOR A CERTIFICATE OF AUTHORITY TO PROVIDE TELECOMMUNICATIONS SERVICES, INCLUDING LOCAL EXCHANGE SERVICES, IN SOUTH DAKOTA. (Staff Analyst: Tammi Stangohr. Staff Attorney: Karen Cremer.)

On October 22, 1996, the Commission granted McLeodUSA a Certificate Of Authority. On September 15, 1997, McLeodUSA applied for an amendment to their Certificate Of Authority with the Commission. "McLeodUSA currently offers local, long distance interexchange, MTS, WATS, virtual private network services, and private line telecommunications services via resale in South Dakota in several U S WEST exchanges. By this Application, McLeodUSA seeks authority to provide these same services on a facilities basis in all U S WEST Communications, Inc. exchanges in South Dakota; intrastate interexchange services throughout South Dakota; and prepaid calling card services throughout South Dakota."

2. TC97-059 - IN THE MATTER OF THE ESTABLISHMENT OF SWITCHED ACCESS RATES FOR WEST RIVER COOPERATIVE TELEPHONE COMPANY. (Staff Analyst: Harlan Best. Staff Attorney: Karen Cremer.)

On May 30, 1997, West River Cooperative filed cost study revenue requirements that are included in the Local Exchange Carrier Association switched access rate filing. On July 29, 1997, U S WEST Communications, Inc., was granted intervention. On November 12, 1997, U S WEST requested a withdrawal of intervention.

3. TC97-060 - IN THE MATTER OF THE ESTABLISHMENT OF SWITCHED ACCESS RATES FOR SOUTH DAKOTA NETWORK, INC. (Staff Analyst: Harlan Best. Staff Attorney: Karen Cremer.)

On June 2, 1997, South Dakota Network, Inc. (SDN) filed cost study revenue requirements and tariff sheet revisions for a rate reduction in Centralized Equal Access and switched transport. South Dakota Network is requesting an effective date of July 1, 1997. On July 29, 1997, U S WEST Communications, Inc., was granted intervention. On November 12, 1997, U S WEST filed a withdrawal of intervention.

4. TC97-061 - IN THE MATTER OF THE FILING BY THE LOCAL EXCHANGE CARRIERS ASSOCIATION FOR SWITCHED ACCESS TARIFF REVISIONS. (Staff Analyst: Harlan Best. Staff Attorney: Karen Cremer.)

On June 2, 1997, the Local Exchange Carriers Association (LECA) filed switched access tariff revisions. The purpose of these revisions is to implement the changes in rates as necessitated by member companies' revenue requirements as set forth in Commission filings. On July 29, 1997, U S WEST Communications, Inc., was granted intervention. On November 12, 1997, U S WEST filed a withdrawal of their intervention.

On June 4, 1997, Valley Telecommunications Coop. Assn. filed cost study revenue requirements that are included in the Local Exchange Carrier Association switched access rate filing. On July 29, 1997, U S WEST Communications, Inc., was granted intervention. On November 12, 1997, U S WEST filed to withdraw their intervention.

On July 11, 1997, West River Telecommunications Cooperative, Hazen, ND (WRTC), filed cost study revenue requirements that are included in the Local Exchange Carrier Association switched access rate filing. WRTC requests that the Commission allow the use of GVNW's cost study model as opposed to the Commission model for revenue requirement and rate development. On July 29, 1997, U S WEST

Communications, Inc. was granted intervention. On November 12, 1997, U S WEST filed to withdraw the intervention.

9. TC97-165 - IN THE MATTER OF THE FILING BY U S WEST COMMUNICATIONS, INC., FOR APPROVAL OF AGREEMENT FOR SERVICE RESALE BETWEEN MIDCO COMMUNICATIONS, INC. AND U S WEST COMMUNICATIONS, INC. (Staff Attorney: Camron Hoseck.)

U S WEST Communications, Inc. filed for approval by the Commission the negotiated interconnection Agreement For Service Resale Between Midco Communications, Inc. and U S WEST. The Agreement provides for Midco to resell U S WEST local exchange services in South Dakota. Staff Analysis and Recommendations were filed October 31, 1997.

TODAY, shall the Commission approve the resale agreement?
