Administration

1.     AA14-002     In the Matter of the Procedure for Consideration of Notices of Exception (6) from Master Metering Prohibition Requirements (General Counsel: John Smith)

At its regular meetings on April 15, 2014, and May 13, 2014, the Commission held discussions on the Commission's role in deciding when individual metering is not required, as laid out in ARSD 20:10:26:04(6). Specifically, the rule requires the applicant to "notify the commission so it may determine whether the applicant's system falls within this exception or whether the applicant is required to file an application for a variance." Following its discussion on May 13, 2014, the Commission voted unanimously to direct the Executive Director to cause a docket to be opened for consideration of whether to issue an administrative order regarding the Commission's procedure for determination of whether the system described in the notification falls within the exception set forth in ARSD 20:10:26:04(6).

     TODAY, shall the Commission issue an order establishing the procedure by which the Commission will determine whether a system falls within the exception set forth in ARSD 20:10:26:04(6)? AND, if so, what procedure shall the Commission adopt in such order? OR, how shall the Commission proceed?

Electric

1.     EL14-027     In the Matter of the Request for Approval of an Electric Service Territory Boundary Agreement between Beadle Electric Cooperative dba Dakota Energy Cooperative, Inc. and Kingsbury Electric Cooperative, Inc. (Staff Analyst: David Henry; Staff Attorney: Kristen Edwards)

On March 31, 2014, Commission Staff filed an Electric Service Territory Boundary Agreement between Beadle Electric Cooperative dba Dakota Energy Cooperative, Inc. and Kingsbury Electric Cooperative, Inc. This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information. Commission Staff asks for approval of the agreement to update official mapping data to properly reflect the service territory boundaries shared by the utilities in this docket.

On April 28, 2014, Commission Staff filed an Electric Service Territory Boundary Agreement between Kingsbury Electric Cooperative, Inc. and Sioux Valley Energy. This filing is made pursuant to current efforts of the PUC to verify electric territory mapping data for conversion to electronic format and use in a Geographic Information System (GIS) database. With the assistance of the above-referenced utilities, Commission Staff has confirmed the service territory boundary shared by these utilities and has prepared updated mapping information. Commission Staff asks for approval of the agreement to update official mapping data to properly reflect the service territory boundaries shared by the utilities in this docket.

5.     EL14-041     In the Matter of the Joint Request for Service Rights Exception between Sioux Valley Energy fka Southwestern Electric Cooperative Inc. and Southeastern Electric Cooperative Inc. (Staff Analyst: Darren Kearney; Staff Attorney: Kristen Edwards)

On May 2, 2014, Sioux Valley - Southwestern Electric Cooperative, Inc., doing business as Sioux Valley Energy (SVE), submitted an Agreement for Electric Service Territory Exception (Agreement) between SVE and Southeastern Electric Cooperative, Inc. (Southeastern). The Agreement seeks an exception to the existing service territory boundary in rural Minnehaha County, where Southeastern plans to provide single phase, residential service for a new home to be built within SVE's assigned territory. On May 20, 2014, Commission Staff filed a revised Agreement on behalf of SVE and Southeastern that clarifies the Agreement remains effective if the property is transferred to another owner.

     TODAY, shall the Commission approve the requested service rights exception?

Gas & Electric

1.     GE12-001     In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of Tariff Revisions to its South Dakota Demand Side Management Plan (Staff Analyst: Brian Rounds; Staff Attorney: Karen Cremer)

On January 27, 2012, NorthWestern Corporation dba NorthWestern Energy (NWE) filed to revise its Demand Side Management (DSM) Plan that was approved in GE09-001. NWE filed an updated plan on December 6, 2012, and again on April 23, 2014. On May 6, 2014, NWE filed updated tariff sheets, requesting an effective date of June 1, 2014. At the May 13, 2014, Commission meeting, the Commission requested additional information and deferred action until the following meeting.

     TODAY, shall the Commission approve the proposed two-year Demand Side Management Plan, including the associated tariff revisions, with an effective date of June 1, 2014?

Natural Gas

1.     NG14-003       In the Matter of the Filing by MidAmerican Energy Company for Approval of Its 2013 Economic Development Activities and 2014 Proposed Budget (Staff Analyst: Darren Kearney; Staff Attorney: Kristen Edwards)

On April 17, 2014, MidAmerican Energy Company (MidAmerican) filed its 2013 Economic Development Annual Report and 2014 Economic Development Plan for Commission approval. The filing included MidAmerican's report on 2013 economic development activities, actual expenses for 2013, and planned budget for 2014.

     TODAY, shall the Commission approve MidAmerican's 2013 Economic Development Activities Report and 2014 Proposed Budget?

Telecommunications

1.     TC14-014     In the Matter of the Approval of an Intercarrier Compensation Bill and Keep Amendment to an Interconnection Agreement between Qwest Corporation dba CenturyLink QC and T-Mobile USA, Inc. (Staff Analyst: Eric Paulson; Staff Attorney: Kristen Edwards)

On May 2, 2014, the Commission received a filing for approval of an amendment to a type-2 wireless Interconnection Agreement between Qwest Corporation dba CenturyLink QC and T-Mobile USA, Inc. The filing was made pursuant to 47 U.S.C. ยง 252.

     TODAY, shall the Commission approve the amendment to the Interconnection Agreement?
