Natural Gas

1.     NG16-006     In the Matter of the Complaint of Montana-Dakota Utilities Co., a Division of MDU Resources Group, Inc., regarding South Dakota Intrastate Pipeline Company’s Rates for Pipeline Transportation Service (Staff Analysts: Brittany Mehlhaff, Patrick Steffensen, Eric Paulson; Staff Attorneys: Kristen Edwards, Amanda Reiss)

On June 10, 2016, Montana-Dakota Utilities Co., a Division of MDU Resources Group, Inc. (MDU) filed with the South Dakota Public Utilities Commission (Commission) a Complaint regarding South Dakota Intrastate Pipeline Company’s (SDIP) rates for pipeline transportation service. On July 14, 2016, SDIP filed a Motion to Dismiss the Complaint.

     TODAY, Shall the Commission grant the Motion to Dismiss? OR how shall the Commission proceed?

Telecommunications

1.     TC16-011      In the Matter of the Application of CallCatchers Inc. dba FreedomVoice Systems for a Certificate of Authority to Provide Interexchange Long Distance Services in South Dakota (Staff Analyst: Lorena Reichert; Staff Attorney: Kristen Edwards)

On June 22, 2016, the Commission received a filing from CallCatchers Inc. dba FreedomVoice Systems (FreedomVoice) requesting a Certificate of Authority to provide interexchange services in South Dakota. FreedomVoice intends to provide interexchange services to customers throughout the entire state of South Dakota. On August 1, 2016, FreedomVoice responded to staff’s data request.

     TODAY, shall the Commission grant CallCatchers Inc. dba FreedomVoice Systems’ request for a Certificate of Authority to Provide Interexchange Services in South Dakota?

2.     TC16-050      In the Matter of the Application of eNetworks, LLC for a Certificate of Authority to Provide Local Exchange Services in South Dakota (Staff Analyst: Lorena Reichert; Staff Attorney: Amanda Reiss)

On July 22, 2016, the Commission received an Application for Certificate of Authority to provide Local Exchange Services (Application) from eNetworks, LLC. In the Application, eNetworks, LLC seeks a certificate of authority in order to allow eNetworks, LLC to provide local exchange service in South Dakota. On August 11, 2016, the South Dakota Telecommunications Association (SDTA) filed a petition to intervene. On September 12, 2016, SDTA filed a letter requesting withdrawal of intervention.

     TODAY, shall the Commission grant the withdrawal of intervenor status as requested by the party?

3.     TC16-054      In the Matter of the Filing by ATV Holdings dba Mitchell Telecom for Approval of its Access Services Tariff No. 1 (Staff Analyst: Brittany Mehlhaff; Staff Attorney: Kristen Edwards)

On September 7, 2016, ATV Holdings dba Mitchell Telecom filed with the Commission for approval of its Access Services Tariff No. 1. These original tariff pages replace the tariff previously filed under Sancom, Inc. dba Mitchell Telecom. The rates remain the same as currently on file. An effective date of October 1, 2016, is requested. On September 19, 2016, ATV Holdings dba Mitchell Telecom responded to staff’s data request.

       TODAY, shall the Commission approve ATV Holdings dba Mitchell Telecom’s Access Services Tariff No. 1?

Announcements

  1. Commissioners will attend the Pierre Solar Project dedication and ribbon-cutting ceremony hosted by Missouri River Energy Services on Monday, September 26, 2016, at 11:00 a.m. CDT at the project site near the Pierre, S.D., Regional Airport.

  2. The PUC offices will be closed Monday, October 10, 2016, in observance of Native American Day.

  3. The next regularly scheduled commission meeting will be Tuesday, October 11, 2016, at 1:00 p.m. CDT in Room 413 at the State Capitol, Pierre, S.D.

  4. Commission meetings are scheduled for October 26 and November 8, 2016.
