1.     EL17-042     In the Matter of the Application of Otter Tail Power Company for an Energy Conversion Facility Permit for the Construction of a Combustion Turbine Generator and Associated Infrastructure Including a Natural Gas Pipeline and Electric Transmission Line near Astoria, South Dakota (Staff Analysts: Jon Thurber, Darren Kearney; Staff Attorneys: Kristen Edwards, Amanda Reiss)

On October 5, 2017, the South Dakota Public Utilities Commission (Commission) received a permit application for an energy conversion facility (Application) from Otter Tail Power Company (Otter Tail). Otter Tail proposes to develop, own, and operate an approximate 250 megawatt simple-cycle natural gas fired energy conversion facility and related components known as the Astoria Station Project (Project). Associated facilities include a short segment (less than 1,000 feet long) of approximately 10-inch diameter natural gas pipeline on Otter Tail property necessary to interconnect to the Northern Border Pipeline and a short segment (preliminarily estimated to be less than one-half mile long) of 345-kilovolt (kV) generation-tie electric transmission line necessary to interconnect to the Big Stone South-Brookings County 345-kV electric transmission line. The energy conversion facility, known as Astoria Station, is proposed to be located in the N 1/2 of Section 22, Township 113N, Range 48W, Scandinavia Township, Deuel County, approximately one and one-half miles northwest of Astoria, South Dakota. The Project is expected to be in service by May 2021. Otter Tail estimates the total construction cost to be $165 million. Otter Tail previously filed its required Notice of Intent to Apply for a Permit for an Energy Conversion Facility in Docket EL17-017. On November 14, 2017, Otter Tail filed a Motion for Judicial Notice and a Motion for Finding of Substantial Compliance with Publication Notice Requirement, or in the Alternative, Extending the Deadline for Publishing Notice of Public Input Hearing.

TODAY, shall the Commission grant the Motion for Judicial Notice? And, shall the Commission grant the Motion for Finding of Substantial Compliance with Publication Notice Requirement, or in the Alternative, Extending the Deadline for Publishing Notice of Public Input Hearing? Or how shall the Commission proceed?

2.     EL17-047     In the Matter of the Application of Crowned Ridge Wind, LLC for a Facility Permit to Construct a 230-kV Transmission Line and Associated Facilities from Codington County to the Big Stone South Substation (Staff Analysts: Darren Kearney, Jon Thurber; Staff Attorneys: Kristen Edwards, Amanda Reiss)

On October 27, 2017, the South Dakota Public Utilities Commission (Commission) received a facility permit application (Application) from Crowned Ridge Wind, LLC (Crowned Ridge). Crowned Ridge proposes to construct a new reactive power compensation substation and an approximately 34-mile 230-kilovolt (kV) generation tie line that will connect two 300 megawatt (MW) wind projects (Crowned Ridge Wind (CRW) and Crowned Ridge Wind II (CRW II)) to the Big Stone South Substation owned by Otter Tail Power Company. Together the new reactive power compensation substation and 34-mile generation tie line are the Project. The planned Crowned Ridge Wind facilities will be permitted separately and are not included as a part of the Project. The generation tie line will be located in Codington and Grant counties, South Dakota, while the new reactive compensation substation will be located in Grant County. The Project is expected to be in service by December 31, 2019. Crowned Ridge estimates the total construction cost to be approximately $30 million for a single circuit transmission line plus approximately $8.5 million for the associated substation, or $40 million for a double circuit transmission line plus approximately $8 million for the associated substation. On November 15, 2017, Crowned Ridge filed a Request for Consent to Withdraw Application

TODAY, shall the Commission grant Crowned Ridge’s Request for Consent to Withdraw Application and close the docket?
