MINUTES OF THE AD HOC COMMISSION MEETING

Vice Chairman Bob Sahr called the meeting to order. Also present were Commission Advisor Greg Rislov; Commission Attorney Rolayne Ailts Wiest; Staff Attorney Karen Cremer; Staff Analysts Harlan Best and Keith Senger;

Joining the meeting by telephone were Chairman Gary Hanson; Commissioner Johnson; and Melissa Thompson, Colleen Sevold, and Mike Whaley, Qwest Corporation.

Telecommunications

1.    TC05-054 In the Matter of the Petition of Qwest Corporation for Waiver of NeuStar Denial of Number Block Request in the Sioux Falls Rate Center (Staff Analyst: Harlan Best, Staff Attorney: Karen Cremer)

Harlan Best stated that on March 23, 2005, Qwest Corporation (Qwest) filed a request with the Commission to waive the NeuStar Pooling Administrator's denial of Qwest's request for numbering resources in the Sioux Falls rate center. The Pooling Administrator denied Qwest's request because the company does not meet the months-to-exhaust requirement for the Sioux Falls rate center. Qwest is requesting a waiver of the months-to-exhaust threshold requirement so it could receive two thousand number blocks in the Sioux Falls rate center. Qwest revised its request to a single block of one thousand numbers on March 30,2005. Qwest also stated that the customer needs a consecutive number block and Qwest does not have that many numbers available in one block. Ms. Wiest recommended that the Commissioner grant Qwest's waiver.

Commissioner Sahr moved to grant Waiver of the FCC's MTE Threshold Requirements. Chairman Hanson seconded and Commissioner Johnson concurred. Motion passed 3-0.
